question on German shipping stencils

Regarding shipping stencils - why do they appear on German tanks in pictures from 1945 but not earlier?
Did they appear on all vehicles (I have seen shots of them on trucks and staff cars in North Africa etc but not on others of the period)and if they were always there, why are they so prominant on armoured vehicles in late war shots only? Also they seem to appear on support vehicles like Stugs and sp guns like wespes etc more than the larger vehicles.
Did they stop removing them or painting over them on tanks in 1944/1945?
Can anyone at PA help answer this one? Any good guess's. Am I just barking up the wrong tree? I would love to know.
