Hi Jimmy66 ,
I just checked my Achtung Panzer books on the Panzer 4 and on the Brummbar and all the diagrams of the panzer 4 from Ausf A through to J show the small cover you are interested in but i cant find any thing telling me what it is for . From the diagrams i have the hole is put into the engine deck during hull construction .

However all the photos and Diagrams of the Brummbar show this cover to be missing so it should be safe to remove it on your conversion .

I hope this Helps .
