I dont think it's camo netting. Seems to me the censor has been busy on this one (note the 'touched' shoulder of the guy in front).
And if it were netting, I guess it would have been placed on top of the handrails. Would be very tricky to make all the netting pass under the handrails.

this pic is from a private foto album I believe-a picture for sale on e-bay. the pattern does look odd almost like an artifact of compression.

the profile is very different , just the crane is similar
