I am not sure, but I would guess that it is used to adjust the angle of the plow (left to right, not up or down). The plow is attached to the right side on a pivot pins and on the left side it has some sort of extendable arm which is adjusted by that wheel on your picture. By changing the angle of the plow from left to right (or right to left) it can make easier to push things to the side rather than pile them up in front of the vehicle.

Dear "Balki"your thought has the certain reasonable,but i've other thinks that his operation is limited in regulation to vertical movement. above or dawn. in the roads with the blocks(cobblestones) it would have a lot of problems...i think.

............or something else...???
